The floor or wing being worked on is sealed and withdrawn from letting, air pathways are controlled throughout, and areas adjacent to the work zone can be independently tested for reassurance. Guests in other parts of the building are completely unaffected.
If the building pre-dates 2000, yes, without exception. An asbestos survey scoped to the affected rooms is a legal requirement before any intrusive work begins.
