Does my small office or retail unit really need a management survey?

If the building pre-dates 2000 and you control any part of it, yes. Regulation 4 contains no exemption based on business size or premises scale. A modest unit warrants a modest asbestos survey. The obligation is about knowing what is there and managing it, not commissioning elaborate documentation.

The individual flats are domestic and sit outside the duty. The communal areas, including entrance hallways, stairwells, meter cupboards, roof voids and any boiler rooms, are squarely within it. These are precisely the spaces where era-typical materials sit and where a management survey is most commonly absent.
