However, pre-2000 coatings cannot be assumed safe on the basis of age or visual appearance alone. One laboratory sample per distinct area gives you a written result you can act on with confidence.
Where the coating is in sound condition and well bonded to the surface, over-boarding or skimming is a recognised management approach that keeps the asbestos encapsulated and undisturbed. No. Steaming, dry sanding and scraping all disturb the fibre structure of a positive coating and release fibres into the air. Removal must be carried out as a controlled wet process by trained operatives, with the room sealed and all residue handled as hazardous waste.
